Sugar Estates Senior Residence is an independent living community offering 79 luxury apartments on the beautiful island St. Thomas. Sugar Estates offers 1 & 2 bedroom apartment homes for those 62 years or older. This property boasts ample space to facilitate the needs of the senior residents and emphasizes wellness and resident empowerment through independent living.

Scott C. Blossom P.E. is civil engineer of record on the Housing Complex Development and in coordination with the design team developed construction documents including roads, parking, drainage plans, utility plans, erosion and sediment control, infrastructure plans, stormwater management and construction notes and details. The plans included grading, earthwork and construction sequencing as well as seeding and planting plans.

BCE recently completed the Sugar Estates Cost Opinion and Feasibility analysis to evaluate improvements to access to the senior housing. The Cost Opinions were composed of several alternatives to improve the ease and safety of pedestrian access to and from the Estate. A feasibility analysis of a radial bus turn was also completed.

The project included preservation, conveyance, infrastructure, and restoration of existing ghuts. Natural drainage paths were preserved where feasible, and slopes stabilized with vegetation. Biofiltration was integrated into the site plan where feasible, including distributed cells interconnected with vegetated swales.

Post construction, the upland site successfully weathered two (2) back-to-back direct hits from Category 5 events, Irma and Maria.
