

Scott C. Blossom P.E., CFM, LEED AP
Scott has lived and worked in Virginia for the past 20 years, is a Certified Floodplain Manager and LEED Accredited Professional in addition to being certified as a professional civil engineer in Virginia, Maryland, Washington, Oregon and United States Virgin Islands. He is design engineer of record on multiple similar civil, floodplain, stream, dam and stormwater engineering projects and has managed and help execute both small and large scale water resource engineering projects for municipalities, military installations and private clients. Throughout his 20-year career Scott has assessed, designed and oversaw engineering and construction activities on dozens of stormwater BMPs, stream and wetland restoration projects, working and integrating as a component of high-performance teams. Scott C. Blossom P.E. is an active member of the American Society of Civil Engineers (ASCE) and a sustaining member of the Society of American Military Engineers (SAME), focused on mentorship and community service. In his free time Scott enjoys spending time with his family, coaching, live music and exploring the wild and wonderful outdoors.

Ryan J Schopp CBLP, LEED GA
Currently, Ryan provides engineering and environmental support services and ecological assessments. Ryan is a Veteran of the U.S. Coast Guard, serving throughout the Southeast United States and Caribbean as a Boatswain’s Mate. Mr. Schopp is a VA state certified erosion and sediment control inspector, OSHA 3 certified, and LEED Green Associate. Ryan brings degrees in Sustainability Technology and Environmental Biology and assists with GIS and plan preparation, complementing projects teams as engineering technician and environmental scientist, responsible for plan production and drafting. Ryan provides specialty services in Pond Bathymetry, Ecological Assessments, Environmental Inventory, and Geolocation Services. In their spare time, Ryan and his wife enjoy birdwatching, hiking, and beekeeping.

Hal Van Aller, P.E.
Mr. Van Aller assists with geotechnical aspects of dam repair, dam removal, stream restoration, and other projects. He has 45 years experience working as a geotechnical engineer, mainly in dam safety. Ten of those years were at a supervisory level in the State of Maryland’s Dam Safety Program. His first job after graduating from high school in 1974 was working as a field technician for the USDA Soil Conservation Service (now Natural Resources Conservation Service, NRCS) on construction of a PL-566 flood control dam in Maryland. Mr. Van Aller has been a member of ASDSO since 1985, was its president in 2019-2020, and served on the board of directors from 2012 to 2021. He has been active on several committees which developed guidance manuals for dam safety. He is registered as a Professional Engineer in Virginia and Maryland.

Elisabetta Civiletto
Elisabetta Civiletto brings civil engineering experience in designing and managing and designing a wide variety of projects using AutoCAD Civil 3D. After earning her Master’s Degree in Civil Engineering – Architecture from the University of Palermo, Sicily (Italy) with a score of 110/110 under the European Evaluation System, she began her career at Ingegneria Progetti. There, she worked on infrastructure design projects for civil parts of power plants. During this time, she also obtained her professional Italian qualification in Civil and Environmental Engineering. With Blossom Consulting and Engineering Inc., she is focusing on expanding her knowledge in stormwater management and erosion and sediment control. Her current responsibilities include assisting with watershed and floodplain studies, hydrologic and hydraulic analyses, and reviewing erosion and sediment control plans, as well as leading design teams.
