Professional Presentations

BCE regularly presents at local, State and National Conferences Over the past 20 years, we have presented and contributed to over a hundred technical presentations and thoroughly enjoys networking with colleagues at professional events. Association of State Floodplain Managers (ASFPM): Scott C. Blossom P.E., CFM has presented multiple times at ASFPM’s National Floodplain Conference, including Seattle, Washington and Atlanta, Georgia. Presentations included discussion of regional floodplain management through presentation of unique case studies from around the Country.


Certified Floodplain Manager (CFM): Credited through the Association of State Floodplain Managers (ASFPM), Scott C. Blossom P.E., CFM has demonstrated a dedication to continuing education in floodplain management and is knowledgeable in local, state, federal and private-sector floodplain regulations.


Engineers and Surveyors Institute (ESI): Scott C. Blossom P.E., CFM prepared and led a three (3) hour educational series on the “Site Design Components of Green Building”. The session was certified for continuing education for attendees.


Society of American Military Engineers (SAME): BCE is on the board of the Hampton Roads Post and is a sustaining member firm. BCE presented “Water Resource Engineering Technical Update” to the Central Virginia Post and presented “Engineering Leadership” to the student Post of Old Dominion.


United States Green Building Council (USGBC) Chapters: Scott C. Blossom P.E., CFM has presented at multiple Chapter sponsored events in Hampton Roads and Richmond Virginia. Scott C. Blossom P.E., CFM was previously chair of the Emerging Green Builders” and chair of the Northeast Corridor Regional Council.


Virginia Lakes and Watersheds Association (VLWA): BCE staff has presented at multiple Virginia Water Conference Events, primarily focusing on urban stream restoration and innovative stormwater design. Recently, BCE staff assisted with the organization of a professional panel discussing resiliency in the Commonwealth.


Virginia Department of Environmental Quality (VA DEQ): BCE has numerous staff who are certified through the Virginia Department of Environmental Quality in the fields of Erosion and Sediment Control and Stormwater Management. Staff are licensed to conduct site inspections, plan reviews and serve as program administrators..


Virginia Floodplain Management Association (VFMA): BCE is a corporate Member of VFMA and our staff has served as membership Chair and on the Board of Directors for VFMA. BCE is available to travel to local schools to assist in the presentation of floodplain management for students, using a 3-D interactive model.
